BEM exercises its authority in accordance with Sections 13(2) and 13(3) of Act 138, the Registration of Engineers Act 1967 (Revised up to 2015), and Regulation 20(1)(b) of the Registration of Engineers Regulations 1990 [P.U.(A) 128] (Revised up to 2015). These provisions empower BEM to set forth conditions for the issuance of the Certificate of Registration to Registered Professional Engineers with Practising Certificates, Registered Professional Engineers, and Registered Inspectors of Works.



In fulfillment of its responsibilities under Section 4(1)(ec) of Act 138 Registration of Engineers Act 1967 (Revised up to 2015), BEM has established a compulsory Continuing Professional Development (CPD) program. This program is mandatory for all Registered Professional Engineers with Practising Certificates (PEPC), Registered Professional Engineers (PE), and Registered Inspectors of Works (IOW).

CPD Programme is the cumulative CPD Activities over a calendar year which contribute towards the Continuing Professional Development of a Registered Professional Engineer with Practising Certificate (PEPC), a Registered Professional Engineers (PE), or a Registered Inspectors of Works (IOW). Such a contribution would be reflected by the CPD Hours collected by the said PEPC, PE, or IOW.



  1. Engineering learning and technical training activities eligible to be considered as CPD activities shall provide the Registered PEPC, PE, or IOW with:
    • systematic maintenance, improvement and broadening of engineering and technical knowledge and skills such as to enable continuing competent performance in engineering practices.
    • avenues for the development of personal qualities for the execution of professional and technical duties throughout the Registered PEPC's, PE's or lOW’s working life.

  2. An acceptable CPD Activity shall therefore fulfil at least the following objectives:
    • to maintain engineering and technical knowledge and skills to perform an engineering job competently. 
    • to stay abreast with engineering developments, advancements and innovations in the relevant field of engineering practice as well as in general engineering knowledge.
    • to keep up-to-date with changes in engineering codes, regulations and guidelines.

 BEM's commitment to professional development.

BEM is dedicated to promoting and facilitating professional development among engineers. To support this commitment, BEM organizes a variety of CPD Activities, including conventions, roadshows, webinars, and engagement sessions. These initiatives provide engineers with opportunities to enhance their knowledge, skills, and networks, contributing to their professional growth and excellence in the engineering field.






In addition to the CPD requirements, the following provisions apply to Registered PEPC, PE and IOW in the context of reinstatement, reversion, and suspension of their certificate of registration:

Reinstatement: Any Registered PEPC, PE or IOW who wishes to reinstate their registration shall be required to fulfil the terms and conditions that are set by the BEM. Upon approval of reinstatement application, CPD requirements would start anew.

Reversion: Any Registered PEPC who reverts his/her registration to PE, CPD requirements shall be as a Registered PE.

Suspension: Any Registered PEPC, PE or IOW, who is under an order of suspension of registration under Section 15(1A) of Registration of Engineers Act 1967 (REA) (Revised up to 2015), is not required to fulfil any CPD requirements. Upon lifting of the suspension, CPD requirements would start anew.



CPD Activities is an engineering or related activity, not within the job scope of a Registered PEPC, PE or IOW while being employed or professionally engaged, such that these activities directly contribute to the competence of the said PEPC, PE or IOW. BEM recognizes a range of Continuing Professional Development (CPD) categories that provide engineers with diverse opportunities for skill enhancement and knowledge expansion.

CPD Hour is One (1) hour of involvement in a CPD Activity undertaken by a Registered PEPC, PE, or IOW. Under all circumstances, the BEM has the final discretion in determining the actual CPD Hour to be accorded to a CPD Activity. Registered Person is encouraged to engage in various CPD activities across these categories to meet their CPD requirements. Here are the CPD categories defined by BEM:

By diligently recording your CPD activities and following the provided guidelines for both the current year and past years, you can maintain an accurate and up-to-date CPD record that demonstrates your commitment to professional development and compliance with BEM's CPD requirements.

 Recording CPD for the Current Year

For the current year, engineers are encouraged to update their CPD records via the MyBEM online platform, which can be accessed at https://engineer.org.my/. Log in to your MyBEM account and navigate to the CPD Record section. Follow the provided instructions to input details about your CPD activities for the ongoing year:

Recording CPD for Past Years

To record CPD activities for past years, engineers should follow these steps:

  1.   Download the CPD Record Form
  2.  Fill out the CPD Record FormComplete the information regarding the CPD activities you have undertaken in the specified past years.
    • Include all necessary details, such as the type of activity, date, contact hour and support with any relevant supporting documents.
    •  Once the form is complete, save it in a digital format (e.g., PDF).
  3. Submission of Past Years' CPD Records

CPD Requirement is a mandatory requirement for all registered PEPC, PE and IOW. In certain exceptional circumstances, registered PEPC, PE and IOW who no longer practicing and take up employment, may apply for exemptions from annual CPD requirements. The approval of these exemptions is at the discretion of BEM and is considered on a case-to-case basis.

By adhering to the CPD exemption application process, PE/PEPC/IOW can seek relief from their annual CPD obligations when circumstances warrant such consideration while ensuring that the integrity of the CPD program is upheld.

CPD Audit
BEM conducts annual CPD audits to ensure that PE/PEPC/IOW are meeting their Continuing Professional Development (CPD) requirements. This section provides an overview of the CPD audit process, including how registered PE/PEPC/IOW may be selected for audits, and offers guidelines for responding to CPD audit requests.

Importance of CPD Audits

Registered PEPC, PE and IOW selected for audits should approach the process with diligence and transparency, as it contributes to the credibility of the engineering profession and reflects a commitment to ongoing professional development.

By adhering to the guidelines outlined for CPD audits and promptly responding to audit requests, engineers can demonstrate their dedication to professional growth and compliance with CPD requirements.



The Board of Engineers Malaysia (BEM) offers the option for Training Provider/Organizer to apply for CPD hours for pre-approved CPD activities. This application is not mandatory for recognition of BEM CPD Activity.

Registered PEPC/PE/IOW have the option to self-declare CPD activities that meet BEM's criteria based on the CPD Hour Formulation, in their CPD Record via MyBEM.

Application of Pre-Approved CPD Activities

Training Provider/Organizer who wishes to obtain CPD hours for pre-approved CPD activities should initiate the application process at least two (2) months before the scheduled date of the CPD activity.

BEM Certified bodies for implementing and administering BME’s policy on the CPD programme (in accordance with BEM Circular No. 002 on CPD Requirements). CB are authorized by BEM to approve CPD Hours for CPD Activities organized by other Training Providers/Organizers. Training Providers/Organizers has option to apply Pre-Approved CPD Activity from CB.

BEM Approved Training Provider is appointed amongst technical government agencies, which is not commercial in nature, to approve CPD Hour for their own in-house training (in accordance with BEM Circular No. 002 on CPD Requirements). ATP do not have the authority to approve applications for Pre-Approved CPD Activities organized by other Training Providers/Organizers.
